The Green Skills Gap: Why the UK Needs Tens of Thousands of New Tradespeople
The UK's journey to net zero depends on one thing above all else: people. Specifically, tens of thousands of skilled tradespeople who can retrofit Britain's 29 million homes to be warmer, greener, and cheaper to run.
According to analysis by PwC, between 10,000 and 66,000 new tradespeople will be needed each year as retrofit demand accelerates. That's not a one-off surge — it's sustained, year-on-year demand that will last for decades.
Why Is the Gap So Large?
The UK has some of the oldest, least energy-efficient housing stock in Europe. Millions of homes still rely on gas boilers, have poor insulation, and leak heat through single-glazed windows and uninsulated walls.
The government's Warm Homes Plan — backed by £5 billion of investment — aims to change that. But the existing workforce simply isn't large enough to deliver upgrades at the scale required.
The Trades in Highest Demand
The roles seeing the greatest demand include:
1. Heat Pump Installers — As gas boilers are phased out, heat pump installations need to scale from around 55,000 per year to 600,000 per year by 2028. That requires a massive increase in qualified installers.
2. Solar Panel Fitters — With energy prices remaining high and technology costs falling, residential solar is booming. Qualified solar PV installers are in short supply across most of the UK.
3. EPC Assessors — Every property being sold or rented needs an Energy Performance Certificate. With tightening EPC regulations (minimum Band C for rentals by 2030), demand for assessors is surging.
4. Insulation Specialists — Cavity wall, solid wall, loft, and underfloor insulation all require specialist skills. Insulation is the foundation of any retrofit project.
5. Retrofit Coordinators — These are the project managers of the green home world. They assess properties, design whole-house retrofit plans, and ensure everything meets PAS 2035 standards. As of 2022, there were only 506 Retrofit Coordinators in the UK — against a demand for retrofitting over 1,000,000 homes per year.
